India-specific safeguards agreement approved by the Board of Governors of the IAEA by consensus in a key step to implement the Indo-US civil atomic accord.The US has described the approval of India-specific safeguards agreement by the IAEA as a key step in the implementation of the Indo-US nuclear deal.US said it would “vigorously" work with India for getting India-specific exemption from NSG and the final Congressional approval in Washington. “We will work vigorously with India to obtain an India-specific exception in the Nuclear Suppliers Group and the final US Congressional approval," US Ambassador to India David C Mulford said in a statement in on Friday. Moot question will India be treated a nuclear weapon state or non nuclear weapon state.NSG formation came after India"s Pokharan explosion 1974 to deny India nuclear fuel and technology from the 45 members countries global nuclear club.NWS has international obligation to keep their nuclear material and facilities for the security needs to be put under UN inspectors called IAEA.NWS is under obligation not to threaten,not to assist in acquiring of weapons of mass destruction to the non nuclear weapon states.Will India be treated as nuclear weapon state or shall have rights of defacto nuclear weapon state is likely to emerge in NSG 45 members meet to be held on Aug 21,2008. In Vienna on Aug-1,2008, Board of Governors of IAEA gave India today IAEA approval for India specific safeguards agreement.An historical decsion the milestone achieved in implementation of the Indo-US nuclear civil pact and inches towards ending three decades of atomic isolation. The Science and Technology Minister Kapil Sibal who has been a strong advocate of the Indo-US nuclear deal, hoped that “we expect our friendly countries who are supporting the deal take this forward and ensure that we get a clean and unconditional exemption". This was especially needed as India was not a member of the NSG. With IAEA"s endorsement, the government today voiced optimism about the country getting “clean and unconditional" exemption at the Nuclear Suppliers" Group (NSG) which is likely to meet around August 21 in Vienna. German hold the NSG chair and India not only need the waiver but has to be NSG member to be part of decesion making rather than subordinate to the group following their guidlines.With NSG waiver India can enter nuclear trade with any nuclear advance state for fuel and technology. Atomic Energy Commission chief Anil Kakodkar, in his interview to NDTV said “Well I can repeat that. Clean, clear and unconditional. I think clean and clear means the same thing. Unconditional is to make sure. The point is India is not a non-nuclear weapon state. NSG guidelines are essentially meant for non-nuclear weapons states. Now while India will maintain it"s responsible behavior all along but then we will expect the world community to also treat us the way we are and it is in that context the NSG which has a condition for comprehensive safeguard agreement as a condition for supply which is clearly not applicable in the case of India because India has its own strategic programme and it is that that had to be waived otherwise they have to treat India as India is". Anil"s point that India is not Non-nuclear weapon state, so will India be approved of that of NWS in attaining its integration into the group of world"s civil nuclear community is still a contentous issue along with ghost of Hyde act which gives extra strength to US to boot. |
